Understanding ‘Blue-lining’: From concept to a working definition developed for disadvantaged communities and communities of color.
This project uses an equity lens to examine ‘Blue-lining’ as a concept and assess its multi-layers to establish the ‘right’ definition that responds to the needs of disadvantaged communities and communities of color. This project also hopes to contribute to the understanding of how race and ethnicity plays a role in the institutional response to climate change, and how racial inequities are enacted by design and through discriminatory practices like redlining, environmental racism, racialized topographies, etc., setting the stage for what may seem like ‘rational’, risk-averse, financial decision making that seeks to protect resources and assets, but lead to policies, practices and outcomes that disproportionately impact people of color.
